multiple cones

We have 3 cycads, all were severely bitten this winter. We cut them all back the same and two have re-bloomed/palmed beautifully. One however has not, but developed two cones. What can we do to help this one grow its palms out like the other two? And what do we look for. Do we break off the two cones that now have drooped like they are dying?
