Yes, these are new plants being formed and can be kept on the plant, or separated at some point. If you remove any of these, they would be just like removing an offset, so you want to wait until the heads get to be at least 3 to 4 inches around. So, you have some time to think about it, probably 2 or 3 years. I have a sago that I got out of someone's yard that had the middle die out because it was so infested with Asian scale. It later produced about 5 heads and I have just kept it that way. Now it looks like a large stem with a branched apex, at least until you look at it closely to see the middle is gone. The plant looks fine this way, but it will be up to you when the time comes.
