There are two answers to that. One is that these are bonsai, and they are being grown real slow. The main stems are a lot older than the average 5 inch stem, so it gives the plant a lot more time to produce those offsets. If you counted how many offsets were produced by a regular 10 year old sago, and then on one of those bonsai plants that was also 10 years old, you would probably get about the same amount of offsets, more or less. Another way that is not common, but possible, is that you can knick leafbases and make them produce offsets, or side branches where you want them to be, at least once you have experimented enough to do it easily.
