Chad, I realize you directed your post at Tom, but since he hasn't yet responded, I thought I would take a stab at it. It sounds like you did all the right things up to the point of letting the wounds heal and dry out. If you haven't already, I would recommend sealing the cut at the apex with tree paint or "Good Stuff" foam (be careful not the get the foam on your fingers if you decide to use it). I would, however, not recommend sealing it a week after soaking it in fungicide because you could just be sealing in nasty fungi or bacteria that have landed on it since you treated it. If you haven't already sealed the cut, you should soak the plant in fungicide again (24 hrs would not be too long), let it dry in a cool, protected place, and then seal it thoroughly. I would then suggest that you plant it in 100% coarse perlite with the top sticking out. Put it in a protected spot where it won't get any rain or overhead irrigation. Water the perlite by hand regularly, trying not to get any water on the cut. Test the turgidity (firmness) of the caudex weekly, and then just wait.
