I have noticed that the problem is mainly affecting older seedlings that have shed their seeds some time ago and already have three or more leaves. They are mostly Dioon edule and Cycas media.
The new seedlings that have pushed up their first leaves during the height of the summer have produced healthy leaves of good size. Those are Cycas Cairnsiana, Cycas angulata and a couple of Macrozamia communis.
By the way I have an older plant of Cycas revoluta that similarly produced several flushes of undersized prematurely hardened leaves, but at the start of the summer pushed out a flush of good full-sized leaves.
I think it bears out your comment that there may be a combination of factors involved.
I would be very interested to hear your suggestions of the cycad species that you have found to have the best heat tolerance.
