I have seen new buds come out of the middle after they have hardened up and I have seen them produce new offsets as well, so you have a few ways for it to come back. I have some old plants of norstogii that obviously died at the apex and later produced as many as 12 new buds that were located on top of the flattened apex.
On what else you could do, you could seal up the top, especially if you get lots of rain. You could use black tree paint sealer, or even spray some "Great Stuff" all over the apex to keep water from getting in there, which will help it harden off better.
