If you think it rotted, I'd dig it up and check the roots so you can save it. If you don't think it has rotted, I'd fertilize it and see about getting a new flush. If it is firm, its not dead, but it might be later if it has rotted and is slowly killing the plant and then the stem WILL be soft. Its a judgement call. I have seen them rot with as much rain as we have had, but only in lower, wet situations. If it is up in a well draining area with lots of sand, it is not likely the rain has made it rot.
