I have yet to find a pre-emergent herbicide that didn't harm a cycad over time. It may not be obvious at first, but after a couple of years, the cycads will start putting out stnted leaves. Anything with a below ground stem, like a coontie, starts looking bad more quickly.
What I HAVE found is a product called a Geo-Disc. They are little cloth discs with a material on the top that keeps weed seeds from germinating on the top. They are a pain to work with because you have to insert each one in each pot and sometimes cut them to fit the cycad stem. When you have to do hundreds of them at a time, they take way too long, BUT after they have been put in, I have had plants with the discs in them that stayed TOTALLY weed free, even after 5 years when I went to pot them up into larger containers. You should be able to find them in an internet search. I get them from my local agricultural supply place, which doesn't help you, but they are out there and are good for someone just playing with 50 or less plants that they will be keeping for a long time to come.
