You can move them any time, but when you do it when it is warm, it establishes faster. Keep in mind that you want to take the leaves off before you move it and that way it doesn't go into a shock.
So does the new leaves come out and look bad right away? If so, that sounds like a Manganese problem. You should read two articles on my site, which is linked in the header. Read, does your sago look like this? and the most asked questions section that goes through exactly what you should do to move your sago without any problems.
