This all depends on what your doing. If the growing area has been cold or cool the whole time, you may just have low germination until the temps get up closer to 90F. do you give them enough moisture? Too much moisture and they are rotting? If the seed looks good and feel good, but just aren't doing much, you are ok, and you will see more happening in the spring.
