The top stays exposed so fungus from the medium can't get into the crack where the seed sprouts from. Actually, putting some plastic over the top of the tray can make like a small greenhouse and with the greenhouse effect, your temperatures can be brought up which will increase seed germination during these less warm months. On moisture, it never hurts to havea bit more, but there is enough from the medium on half the seed.
