Wow. That's a tough question. I am no expert, but here is what I have learned from my little experience. Revolutia seeds like to sit about 6 months before they germinate. So your situation may depend on the age of the seeds. If they were old, then maybe on two germinations was a good number. The rest of the seeds may be no good. If they were young, some more may come up later. Last spring I planted some revolutias and many came up. I took the remaining seeds and lightly covered them in a pot and pretty much ignored them. Right before Christmas, two more came up, when the seeds were about a year old. So I guess, long story short, my answer is that I don't know the answer to your question, but don't give up. Let the seeds sit around until they rot. But generally with revolutias you will get a much higher germination rate than 20% if the seeds are good.
