Michael, I am a rookie cycad grower but since nobody else posted a response I'll offer my advice. I think your sago's were probably already stressed from the scale and then you moved them in the coldest part of the year adding to the stress. I would advise against any fert. untill the weather warms up, maybe in march. For the scale Tom suggests re using coffee grounds and spraying the twice used coffee on the plant. Apparently coffee and insects don't mix. Read more about it in the articles section of this website. Good Luck, Chad.
