This time of year as it gets cold, things don't react and grow as fast, so for this reason, it is not the best time of year. Other people think that because it is cooler and we have less rain, the shock isn't so bad and you have less of a chance of rotting from damaged roots after a move. I can see both points, so I would have to say, this is as good a time as any. If you lived in a warm but somewhat dry area, then I would say wait till spring or early summer. Moving cycads is really easy unless they are so big that they are extremely heavy, which is difficult for anyone.
