Given that, I would try the baggie method inside. I use the Miracle Grow "Sphagnum Peat Moss" that comes in a big bag from Home Depot. After you soak the seeds for a day, then put them in the baggie with this material. You could put just a bit of moisture in the medium, but it just about is good right out of the bag. You could speed up germination by putting the baggie near a water heater or something like that, but you don't want to bake the seeds, just give them a bit of warmth and check the baggie at least once a week to fluff up the material and see if anything sprouted. You should do alright with them, as long as they are good seeds to start with.
