You should for sure clean off the coating real well and make sure there isn't any extra material sticking on the seeds because that can cause fungus to grow. I usually lay them half way into the medium. If you see the crease in the seed, that is the line in which I use to bury the seeds. I would soak the seeds for a day before you plant them. I use sand, but any sterile medium will work. Or, if you want to try the baggie method, you could get some of the Miracle Grow sphagnum based medium and just put them in the baggie and put the baggie in a warm spot and try that way. If you did that, you would want to open the baggie each week and fluff up the medium a bit, which also gives them air flow, which reduces the chances of fungus getting into the baggie.
