cycas tansachana seeds

I just bought 3 seeds that have soft flesh on the outside of them. Should I remove this cover to germinate them? Also, should I just lay them on a bed of perlite or keep the in a warm blanket of moist peatmoss or? Any suggestions? Thanks, Chad
