Neither one, that is a function of the plant and is called the tomentum. Some people think it helps to insulate the apex on cold hardy species, because many cycads that are living in colder areas have some tomentum in the crown. On Cycas taitungensis is it even thicker and is reddish orange. Some species have a silver tomentum. Anyway, it is normal so don't worry about it and enjoy the fuzzy look.
