Paul, are you the same person who asked this question on a different forum? Maybe the hardy palm board? If you are, did you see what I wrote about your situation?
Go through the article again. You will see that if you want the plant to react quickly, then a faster reacting fertilizer is what you need to use. The Osmocote will help grow a nice healthy plant, but it doesn't force out new growth because, even if the first number is high, it is not releasing the Nitrogen fast enough to give it that big boost that some cycads are needing. You probably have mixed it in real good where you can't take it out? If so, another trick to see what you can do is water it extra. The good thing and bad thing about Osmocote is that it works by osmosis, thus the name. The bad thing is that it releases more fertilizer depending on how much water it gets. The problem is that with our 4 inch rains, Osmocote can burn softer plants. But in your case, you can make it release extra fertilizer and maybe enough to force a flush by giving it that extra amount of water.
