Cycads are interesting things. Sometimes, they just don't like being disrupted. It is a subtle thing, but if the plant was thinking about putting out a flush and you move it to a new spot, whether you damaged any roots or not, it may just decide to sit back and wait a bit until it gets used to the new location. I have seen this many times. Also, to my dismay, I may move a plant I was hoping would produce a cone and thus seeds, and after a move, it decides not to cone that year. I would bet you have not used a fast reacting, granular fertilizer on it since you planted it. I will bet if you hit it hard, but not enough to burn, you should still get a delayed flush, but if you are in an area that gets cool early, I'd do it in the next month.
