Let me get this right first. This spring, like the recent March 08, you got a new female cone to come out, you cut it off and within the last couple of months, a new cone came out again? If so, I have never seen that or heard of that.
Now, if last spring (07) the female cone came out, it didn't get new leaves, and now this year, it has coned again, that I have seen happen.
I would like to know just for kicks, but here is the answer to your question. You need to carefully remove all the femal parts, fertilize the plant, and you shouls still get a set of leaves before the end of the year. Having a sago cone twice does put a bad strain on the plant, but as long as it wasn't a really weak plant to start out with, the stem should have enough energy to keep it going. Fertilizing and watering will help it come through the stress though, and you should be fine.
