If you look at my article, never throw away a cycad,which is sounds like you did to find out how to treat it the way you have already, the offset plants you see took a good part of a year, and that is in Florida. It would take even longer for you if it is cold and shady. Try to keep the wetness off the plant all together. Hopefully you have checked the root area too to make sure something isn't rotting from the bottom. If your top AND bottom are rotting, you can still remove the outside leafbases in sheets and see if you can get offsets from that material too.
