You are saying your apex is gone. Given that, I would cut the top off until you get good clean material that isn't rotten. You can seal up the top and new offset sized bulbs will be produced at the new top and can form a cluster of new smaller apecies. My never throw away a cycad and my offset article will help you on procedure.
