What I would do is when the cluster first comes out and before it gets pollinated, I would cut it out of the top, and then you won't have top worry about seeds. The problem with offsets is that when you remove one, you create a wound on the stem and more offsets will be produced. The only thing you can do is mainly just cut off the leaves on the offsets to keep the plant looking clean. If at some point you have about 50 offsets at the base, you could remove them, but not as many will grow back and will take a while to get back to that number.
