If you are calling it deciduous, then what you are asking is what species of cycads will survive at the same temps, but having all the leaves burnt off is alright. Fist off, any cycad with an underground stem might qualify. That includes all the pumila type zamias. One of the best ceratozamias would be hildae, which didn't even get leaf damage at 12F in Austin. For something with an above ground stem, you should try a cold hardy for of Dioon edule, it will be the most cold hardy dioon.
