You never want to cut the cones too early, like months early, but if other cones of the same species are falling apart now (like the coonties are doing right now) you are safe to cut cones that haven't fallen apart yet, because it will be within a few weeks that they do, and it makes it a lot easier to get the seeds instead of picking them up all over the ground.
