If you read the article again, you will see that I killed seedlings by doing this. The plant is stressed out if you cut the leaves off and the only way cycads can come back easily is if it has a high starch content to rely on until new leaves are produced. Seedlings don't have very much starch in them so I would not do this on any small cycads. In fact, I don't recommend doing this on cycads in general, but what HAS worked well is doing it to plants with multiple stems, and/or offsets and only removing leaves from the offsets and keeping the leaves on the main stem intact.
