If the bottom of the plant is still in the ground, you have a very good chance that new plants will be produced from the base, and I would not suggest planting a plant right on top.
I have landscaped around 1400 houses and when new houses are finished, I would landscape them no matter what time of year it was. To me, the rule is, that if you are planting a cold hardy plant for your area, it doesn't matter when you plant it. So, go ahead and put it in any time you want.
