It really doesn't matter what the fertilizer is labeled for, you just want to find something that has what you want. In this case, you want something that has at least 4% Manganese (usually Manganese Sulphate is available somewhere). Adding some Iron Sulphate to that at the same time would help balance as well. If you truly want a cycad to grow faster, a whole different product needs to be used. Time release, or slow release anything is not what does it. You need something fast, like what I talk about in the article on fertilizer. If nothing else, fertilizers made for lawns is about the closest thing there is, you just have to be careful on estimating the application rate. You will notice that palm fertilizers are low in Nitrogen and many times time release.
