You can save both the top and the bottom. The bottom will produce offsets from the base. The top will have to be worked on. You would treat it like a huge offset. Take a look at two articles in my website. The most asked questions section, which talks about rooting offsets, and "never throw away a cycad" which talks about saving cycads. The key is cutting the top to the point where there is no damage. As an example, if a car were to impact the middle of the stem, then the middle might get bruised and you would want to cut it up to above the damaged area. Read the articles and then come back and tell us more about what shape the top is in and we will see what we can do.
