It is very typical (and the most likely situation)for lower leaves to turn yellow and die when people don't water enough because the plant can't pump enough water into the leaves to keep them green and healthy. I water my containerized pots every other day with about 1/2 to 3/4 of an inch of water. If you are only giving this plant a little water once week or so, this is HAS to be your problem. The people in the stores (who don't know anything about cycads, and usually calls these plants palms) seem to tell people that these plants want it to be dry, and that is not the case at all. They want good drainage, but they don't want it dry. You should look at my articles, which includes one of water. They are in my website, which is linked in the header.
