If you take a cycad that was grown in the shade and put it out in full sun, I havce had ALL the leaves totally burnt up and then they put out new leaves that look fine and are used to the new conditions. I think this is what you are dealing with. If this was recently planted and you think the soil is way too wet for the future, I would pull it up now and mound up with draining material so you don't have any problems in the future. I am doing this same thing in my own landscape right now. I am planting the cycads in a large bed that I have rasied up 20 inches above grade, not because I need it for sure right now, but I don't want problems later. I plan to have these plants in the same place 25 years from now, if not, hopefully longer.
