I see this a lot, and cycas are the worse. Cyas species seem to abort new leaves more than many other cycads. What happens in this case is that while the new leaves are coming out and are still soft, the plant is not pushing enough water to the tips to stay rigid, so they curl a bit. Once they harden up, then they stay that way forever. What I would suggest is that next time the new leaves are coming out, water it every day pretty well and see if they come out straight. Sometimes it can be that the roots are not as big as the leaves they need to pump water into, which is sort of the same reason, but I would try the extra watering first to see if that takes care of this.
