The most likley situation is the deficiency that sagos get because if it was the Asian scale or something like that, it would be affecting the older leaves as well. Look in my website (linked in the header)and in my article section, you will see "does your sago look like this" It has pictures and see if this is what is happening to your plant. If so, it is easily taken care of by one of my fertilizer products.
If it does not look like this, the second choice would be what I mention in my water article, and your new leaves are aborting, which usually comes from not watering enough while the new leaves are being produced.
So if the leaves come out and look totally like crap, then it is probably the first thing. If the new leaves wither to almost nothing before they come out, it is probably the second thing.
