This is normal when you get a flush in the fall. The cone was already set to come out and then the plant decided to flush as well. You usually get cones in the middle when it is produced after a spring or summer flush without a fall flush. Sometimes when this happens I get multiple cones coming out. Keep looking for more spots like that. Once you realize what you are looking at, you will actually be able to see a seperate group of cataphylls on the stem that are obviously seperate from the ones on the apex.
