Sago palm

I need help with one of my Sago Palms the new growth in the center is drying up and not spreading out. The young leaves/ fronds are turning brown on the tips and what looks like sap is in various places on the center. What is going on with the plant and what can I do to keep the plant living. I have two one on each side of the walkway and the other is doing fine.
Thanks for any help. I live in south Mississippi on the coast.
