Your sago (Cycas revoluta) must have produced a male cone a couple of years back because they sometimes branch after coning. You could possibly kill the whole plant by damaging one of the heads. As each branch gets longer, the stems will look better and be farther apart. What I tell people to do is to remove some of the interior leaves that are fighting each other until enough space is produced.
