That is not normally something that can be done and would not be worth trying. If you were a cycad expert, you might be able to take the leaves and if you cut them off the plant with a small amount of attached leaf base, then it is possible to do something with that. That would be a VERY advanced method along the lines of what I talk about in my 'never throw away a cycad' article that is on my website linked in the header if you want to check it out. Now if you have offsets coming out of the ground and you are seeing leaves coming out of them, then those offsets can easily be rooted and grown, but just cut off leaves don't make new plants.
