Sega palm Dropping Shoots

I transplanted 3 palms 3 months ago. All had white scales badly. I cut all shoots off and transplanted. Two have started to produce new shoots. However the shoots are all drooping, like a wet noodle. I have been treating the top of the trunks with a Ortho Volck oil spray couple times a month for the scales. Any input would be appreciated.
