You have a brown scale, which is an insect, even though it doesn't look like an insect. You can use just about any systemic insecticide, or if you don't like using chemicals, then horticultural oil, which can be purchased at places like Home Depot, after sprayed on the plant, will smother whatever insect you cover with the oil. They also have a Malathion with oil that works real well too, you just have to make sure you cover the plant real well, where with a syatemic, you need to spray down the plant real well, but if you don't have perfect coverage, it will do a good job.
