calf with some attitude

I got a steer in about a month ago and he is just pissed all the time i heard that if you wash them it tames them down does anybody have any suggestions on how to tame him down? and we have a heifer with him and she is just tame as a dog you can go right up to her and put a halter on her idk if that helps or not but i would think it would help some HELP!!!
