concerned about steer? Help Please

I have a steer that I am taking to a fair in about 40 days. He is in the cooler and seems to be growing hair and is eating well. My concern is that he only weighs 1250 and looks to be 1320??? He is on the taller side as well. Is this something I should be concerned about or try to improve. I at least want him to weigh 1300 by fair...Possible? Also in inches wise,what do you consider to be tall?
