Baby bottle and solid food

I have a bottle calf that was born Easter morning. For the first 2 weeks, he was getting 4 bottles a day (2 qts each time) then for a week he got 3, then down to 2 bottles till now. He will not eat solid food. I have tried hand feeding, force feeding (putting feed in his mouth). I have put Purina Starter feed in a pan in his pen all the time.
How can I get him to eat?? Tricks? Best feed?
