I think a recent ruling on these low-band FM-types stations were given a new life. This means 87.7 will be around for quite a while.
I have not listened to it in at least a couple of years. The press release says they play 60s-80s music. There is an audience for this music, however, as many know, it's an increasingly aging one at that.
This is likely the advertising arm for the national ME-TV network.
