It is the Xfinity App that blocked you from watching WGN outside your home.
If you are at home, on your home Wi-Fi, you can watch anything that you could watch on a TV in your house, through the App.
For example, I no longer have a TV in my kitchen. If I'm cooking breakfast or eating, I can watch anything on my tablet or phone through the streaming app. It is great for that, no wires, no TV taking up space.
The problem comes in if you want to watch anything when not "in home". If you try to watch the streaming app on your data plan or another Wi-Fi connection, say at work, the App will not allow it.
It is kind of crazy that this App which until about a year ago was called itself "Xfinity TO GO" can only be used in your house.
If you're using an Android device, go to the Play Store and read the reviews for this App. Almost all the complaints about the App, are exactly what you spoke about. People complaining that the App works, but, only on your home Wi-Fi.
In a lot of cases, it is The NFL or MLB that blocks you from streaming, in this case it is the Xfinity streaming App that blocked you.
