I agree with you totally. But back then radio was to serve the public. Today the FCC is to make money with the smallest amount possible staffing. That in itself has changed a bit. Funding was slashed during the Trump years so the pirate radio and rule violators have exploded. Seems this Administration has beefed up payroll as they are shutting down pirates and fining rule breakers including Ham Radio Operators, which I have no problem they are doing that.
