The most expensive part is getting the diplexer built. They hired a firm who does this very well. They also have to bring in all of the equipment, etc as mentioned. Then a bunch of field strength tests have to be done, all of that. Much of that has already been done.
Then after all that is done, they can sell the land WBBM-AM is on for much more than it's worth as an AM transmitter. 2 Million? They can get millions more for the land the WBBM site is on.
