Barbara...please, please, please do not put another perm in your hair. You started out by saying that you over permed your hair right? Well that's a big "thing" to look at. I would suggest that you seek either a medical professional (dermatologist) or another source - perhaps a "great" cosmetologist who will give you the "truth". You have overprocessed your hair. Just as I have done. Although, my hair is not thinning, it's still over processed, and I have decided to give my hair a Break. You may think of doing that your self. Because what you don't want is to have more damage and breakage. Take a look at what you've written, you may have your own answer right in front of you. But whatever you do...Do not put another perm on your hair!
