assesment tool

I have a patron asking for help finding what he is calling an "assessment tool" - he wants to be able to go through a checklist of sorts to determine new projects and their fundability - he is part of a national org that has many regional branches and the regions submit ideas about what they want the national to pursue - he is looking for an objective measurement tool for this process. Any thoughts?
