Billions in free grant money!!

I just finished another letter to someone (an individual) who probably paid to get our address with the promise of getting grant money. This is such a sad situation. Along with some information and the address and phone number of their local public library, I have started telling these letter writers to ask for their money back as the information they got is probably available for free at their library.
Does anyone else tell people to ask for their money back? Is there anything we can all do to remedy this situation?
